Do you need a passport for Ukraine?
Yes.An ID card is not enough
You can only enter Ukraine with a passport. The Polish ID card (dowód osobisty) works in the European Union and the Schengen Area, and Ukraine belongs to neither. The Polish Border Guard may let you out, but the Ukrainian DPSU turns back anyone travelling on an ID card.
Your passport must be valid for the whole stay. Poles do not need a visa for up to 90 days in any 180-day period. The second document a Ukrainian border officer demands from every foreign national is a policy from an insurer licensed in Ukraine (Article 7 of the Ukrainian Insurance Act).
If you have no passport, the voivodeship office will issue a temporary passport within a few days, and in emergencies even the same day. Children need their own passport.

Both policies meet the entry requirement and have identical cover, including war risk. The only difference is the limit: €3,000 or €30,000. Radiation cover can be added to either plan.

Where to cross from Poland into Ukraine
Eight road crossings open around the clock, plus rail connections. Insurance is checked by the Ukrainian side, so buy it before you join the queue, while still on the Polish mobile network.

From Poland to Ukraine: by train, car and bus
There have been no flights to Ukraine since 2022. The border is crossed by land, and from Poland it is the closest and most convenient.
By train
Passport control takes place on board, so the train bypasses the road queues.

By car

Yes. The Ukrainian border guard requires every foreign national, including EU citizens, to hold a medical policy from an insurer licensed in Ukraine. Without it, entry may be refused.
No. Polish policies exclude countries the Polish Ministry of Foreign Affairs (MSZ) advises against travelling to, and Ukraine is on that list. The EHIC is valid only in the EU, EEA, Switzerland and the United Kingdom. The border accepts Ukrainian insurers only.

Before the cover start date you can cancel the policy for a refund and buy a new one with the correct dates. Once cover has started, the policy cannot be changed.
Call the 24-hour assistance number on the policy. The assistance centre directs you to a hospital and settles the bill with it directly. Keep the receipts if you pay for anything yourself.
